...Heavy rain and mountain snow continue over central and northern
California due to long duration atmospheric river... 

Winter Storm Warnings are in effect across the Cascades, Sierra
Nevada, portions of Oregon and into the northern Rockies.

Winter Weather Advisories are in effect across northern California.

Flood Watches are in effect over portions of north-central
California.

At 600 AM PST...Regional radar and surface observations showed
widespread moderate to heavy rain and mountain snow associated
with an atmospheric river streaming inland across north-central
California and into the northern Rockies. Precipitation was
focused along and just ahead of a quasi-stationary frontal
boundary that extended across northern California into the
northern Great Basin.

Moderate to heavy rain and mountain snowfall will continue through
Wednesday as an atmospheric river continues to take aim at central
and northern California, leading to additional rainfall amounts of
2-4 inches for the Coastal Ranges and at least another 3 to 5
inches into the upslope regions of the central and northern Sierra
Nevada through Wednesday morning. These additional rainfall totals
falling on top of saturated soils will maintain a threat for
scattered flooding, mudslides, and debris flows across the region.
Additionally, winter weather impacts will continue for the Sierra
Nevada, southern Oregon, and the northern Rockies as a wave of low
pressure and plume of moisture move along and ahead of the frontal
boundary through Tuesday night. Some snow in the northern Rockies
and Cascades across the Pacific Northwest could be locally heavy
and make for difficult traveling conditions through mid-week.
