...Heavy rainfall, high winds, and mountain snows associated with
a major atmospheric river continue... 

Flood Watches are in effect over northern California.

Winter Storm Warnings, Advisories, and Avalanche Warnings are in
effect for the California and Washington Cascades and Sierra
Nevada.

High Wind Warnings and Watches are active across portions of
northern California and Oregon.

A Gale Warning is active for the offshore waters of Oregon and
Washington.

At 600 AM PST...An occluded 979 mb surface low was analyzed
offshore British Columbia. Radar and surface observations show
widespread moderate to heavy rainfall, mountain snows, and gusty
winds streaming inland across Northern California and southern
Oregon.

Highly impactful rainfall will continue across Northern California
and the Pacific Northwest, with 12-16 inches of rainfall expected
over Northern California and far southwest Oregon through Friday.
Heavy, wet mountain snow and wind gusts exceeding 65 mph will also
maintain whiteout conditions at pass level today, before snow
levels rapidly rise. In coastal areas, gusty winds may lead to
additional downed trees and power outages.
