At 900 PM CDT...Post-T.C. Francine was located over northeast
Arkansas. Moderate to heavy rain continued across portions of the
Middle and Lower Mississippi Valleys, the Ohio Valley, the
Tennessee Valley, and the Southeast. Below are preliminary
